The Organizational Development & Communications Specialist will be responsible for assisting with the daily functions of the Tax Office, including performing professional level duties on a day-to-day basis to assist in the implementation of the communication goals and operations of the Tax Office. Assist with the coordination of the Tax Office’s communications, public information, media relations, and services including managing resources to timely provide media and citizens with information regarding the motor vehicle and property tax service processes in Tarrant County. Assist with the coordination of public information to the County and general public and provide support to and advise the Tax Office and staff in the areas of news releases, public information, marketing, and media relations. In addition, this position supports organizational development initiatives by assisting with internal training and communications programs, employee engagement activities, and the evaluation of communication effectiveness through surveys and analytics.

  • Assists with field inquiries from the media, public and professional community as needed or directed
  • Acts as a spokesperson for the Tax Office when requested.
  • Assists with all aspects of media relations.
  • Promotes the department in the community.
  • Drafts and develops news releases, editorials, brochures, workbooks, informational publications, reports, bulletins, PowerPoint and video productions, and website communication and professional development for the Tax Office’s Office.
  • Organizes and performs special research and other projects.
  • Writes scripts and speeches.
  • Provides public information regarding the Tax Office and facilitates media requests for information and interviews.
  • Arranges news conferences and interviews as needed and strategically arranges media meetings to provide ongoing communication between the Tax Office and the media.
  • Acts as a resource for staff, constituents, and public regarding Tax Office issues.
  • Develops, designs, and produces print and video materials and publications for both internal and external communications with effective follow-through and commitment to excellence
  • Maintains knowledge of skills, processes, and best practices in the area of responsibility.
  • May assist or train lower-level staff or interns.
  • May direct work of clerical and support staff.
  • Coordinates or assists with internal training sessions, employee recognition activities, and initiatives to strengthen internal communications and morale.
  • Tracks the effectiveness of communications through available analytics, surveys, and post-training evaluations, providing recommendations for improvements.
  • Performs all other duties as assigned.


Knowledge, Skills, & Abilities:

  • Excellent customer service and communication skills, both verbal and written.
  • Ability to articulate information and speak to groups of people are required.  
  • Ability to work in a fast-paced environment. 
  • Must be able to stay organized and know how to prioritize the workload. 
  • Ability to work independently and as part of a team. 
  • Competency with computers and Microsoft Office 365 Suite. 
  • Advanced analytical skills.   
  • Must have highly developed communication skills and techniques and verbal and written accuracy following Associated Press Stylebook guidelines.  
  • Must be proficient with computer graphics software, photography and video.
  • Spreadsheet and/or word processing software experience or specialized software applications required.  
  • Responsible for working in a cooperative manner with employees in all Tax Office departments, media representatives, support staff, city and county officials.  
  • Familiarity with survey/assessment tools, employee engagement strategies, and organizational development best practices preferred.
  • Must be able to organize and effectively present ideas, concepts and recommendations orally, graphically, and in writing.
  • Bachelor’s degree or equivalent work experience
  • One (1) year of experience working writing and publishing public communications.



Preferred Requirements:

  • Prior experience in property tax and motor vehicle services 
  • One (1) year of supervisory experience preferred.
  • Ability to develop, coordinate and facilitate training and professional development activities.
  • Six (6) months of money handling experience preferred.
  • One (1) year of experience creating and publishing video content preferred.

While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
