THE DEPARTMENT
The Human Resources Department serves as a dedicated partner in building a high-quality, people-centered organization for the City of Menifee. Guided by a mission to deliver policy-compliant, professional, and responsive services, the department works to attract, develop, empower, and retain a diverse and highly qualified workforce. HR supports all city operations through fast and friendly customer service, comprehensive recruitment and selection processes, robust employee training and development programs, and the administration of essential employee benefits. The department also oversees Risk Management, fostering a culture of safety that protects city personnel, property, and resources. THE OPPORTUNITY
We are looking for an energetic HR professional to support the HR Analyst and HR Manager on protecting our workplace and our people. In this role, you will be the go-to expert for everything related to risk management, from handling workers' compensation claims to keeping a close eye on general liability.

The Human Resources Technician will be responsible for, but not limited to, the following:
Risk Management & Workers' Compensation Focus
- Workers' Compensation Administration: Actively process, manage, and maintain claims to ensure contract compliance, proper document gathering, and provide departmental support throughout the claims process for the agency's workers' compensation program… (as part of the broader multi-tiered benefits package or while working with the City’s third-party administrator)
- Claims Administration: Actively process, manage, and maintain claims to ensure contract compliance, proper document gathering, and provide departmental support throughout the claims process for the agency's workers' compensation and general liability programs, while working with the City’s third-party administrators.
Leave Compliance: Coordinate complex, highly regulated employee leave programs that frequently intersect with workers' comp, including FMLA, the California Family Rights Act (CFRA), and Pregnancy Disability Leave (PDL).
Safety & Wellness: Support overarching employee safety and wellness initiatives, including coordinating the random employee drug testing program.
HRIS & Admin: Maintain accurate databases, track employee evaluations, process benefit provider invoices, and provide high-level customer service to internal staff and external vendors.
Oversee Injury & Illness Prevention Program: Maintain and implement the City’s IIPP; investigate workplace incidents, identify hazards, and recommend corrective actions to prevent recurrence.
Conduct Departmental Risk Assessments: Partner with departments to identify operational risks, evaluate exposure levels, and implement mitigation strategies that improve safety and reduce liability.
Perform Related Duties: Carry out additional responsibilities as assigned to support organizational risk reduction and safety initiatives.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from high school supplemented by college coursework in human resources, public administration, or a related field and two (2) years of increasingly responsible experience in various human resources functions, including recruitments, benefits, leave administration, payroll programs, and workers' compensation. Experience in a public agency is highly desirable.
Licenses and Certifications:
- Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

RECRUITMENT PROCESS
Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications. Those who qualify will be advanced to the next stage of the recruitment process. All applicants will receive email notifications regarding their status.

Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This is primarily a sedentary office classification although standing and walking between work areas is required. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Environmental ElementsEmployees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.
