Essential duties and responsibilities include:
*Federal Compliance & Grant Administration: Direct the preparation and submission of the annual IDEA Part C federal grant application, State Performance Plan/Annual Performance Report (SPP/APR), and mandatory data reports to the U.S. Department of Education Office of Special Education Programs (OSEP).
*System Governance & Policy: Formulate statewide policies, practice standards, and procedural safeguards under 34 CFR Part 303. Interpret state and federal legislation to update state operating rules and clinical guidelines.
*Fiscal Management: Manage the allocation of federal Part C funds and matching state appropriations. Oversee the statewide System of Payments, public/private insurance billing infrastructure, and Medicaid blending strategies to ensure Part C remains the payer of last resort.
*General Supervision & Monitoring: Maintain the statewide accountability system to monitor local Early Intervention Service (EIS) programs. Issue findings of non-compliance, oversee Corrective Action Plans (CAPs), and direct targeted technical assistance.
*Interagency Coordination & Leadership: Serve as the designated state lead for the State Interagency Coordinating Council (SICC). Draft and execute interagency agreements with state health, child welfare, and education agencies to streamline child find and transition protocols.
*Workforce & System Development: Direct statewide professional development initiative, comprehensive systems of personnel development (CSPD), and evident-based practice implementation for local service coordinators and practitioners.
Training: Master's degree from an accredited college or university in the area of assignment.Substitution: One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.Experience: Four years of full-time or equivalent part-time paid professional experience in the area of assignment, two years of which must have been in a program administration capacity.Substitution: Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.
