ABOUT THE POSITION

Human Resources Analyst I:  This is the entry level class in the professional and confidential Human Resources Analyst series.  This class is distinguished from the Human Resources Analyst II by the performance of more routine tasks and duties assigned to positions within this series.  Receives immediate supervision from higher level professional management staff.

Human Resources Analyst II:  This is the full journey-level class within the professional confidential Human Resources Analyst series.  Employees within this class are distinguished from the Human Resources Analyst I by the performance of the full range of duties as assigned, including working independently to develop, plan and implement projects and programs related to areas of assignment.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

This class is distinguished from the Senior Human Resources Analyst class in that the latter exercises supervision over one or more program areas and performs more complex and responsible assignments.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIESDuties may include, but are not limited to, the following:

Work on a variety of human resources program areas, which may include recruitment and selection; classification and compensation; training; benefit administration; leave management; performance management; employee relations; labor relations; occupational safety; workers’ compensation; HRIS systems; or diversity, equity and inclusion.

  • Prepare written documents, including job announcements, classification and salary reports, surveys, examinations, administrative procedures or training materials.
  • Analyze and make recommendations regarding policies and procedures.
  • Provide analytical support to the Human Resources Team.
  • Communicate clearly – both orally and in writing – with employees, management, outside agencies and the public.

The HR Analyst I/II will primarily be assigned to support Recruitment, Pre-Employment Backgrounding, Classification and Compensation, Diversity, Equity & Inclusion program (DEI) areas, which would include the following:

  • Conduct recruitment, outreach and selection to attract top talent, while   ensuring legal compliance.
  • Coordinate pre-employment background checks.
  • Serve on the City’s DEI committee and support HR’s DEI initiatives.

In addition, the HR Analyst I/II may also support Benefits, Leaves, ADA, Labor Relations program areas, which would include the following:

  • Administer employee benefits and leaves of absence.
  • Support ADA program, including the management of proper    documentation and facilitation of interactive processes.
  • Provide analytical support to senior staff regarding labor negotiations, contract      administration, classification and compensation.

 

EXPERIENCE AND TRAINING GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills and abilities are qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience

Human Resources Analyst I:  Two years of paraprofessional experience in human resources equivalent to that of a Human Resources Technician.

Human Resources Analyst II: Two years of professional experience as a human resources generalist equivalent to that of a Human Resources Analyst I

Training:

Equivalent to completion of four years of college or possession of a Bachelor’s degree from an accredited college or university with major course work in human resources, business administration, public administration or a related field.  Additional experience as outlined above may be substituted for two years of education on a year-for-year basis.

Licenses & Certificates 

Possession of, or ability to obtain, an appropriate, valid driver’s license.

Special Requirements:  

Essential duties require the following physical abilities and work environment. Ability to work in a standard office environment.

Special Instructions

A City application and complete responses to the supplemental questionnaire are required. The questionnaire is a key component of your application and will be used to evaluate your qualifications and relevant experience against the requirements of the position. The response you provide will be used to further identify applicants who are best qualified to continue in the selection process for the position. Responses must be consistent with the employment history of your application. Prior to appointment, candidates will be required to pass a background check (at no cost to the candidate) including the following:

The examination process will consist of at least one oral board interview process to establish an Eligible List for both current and future vacancies.
