Join Calvert County Government’s Human Resources team and help build the public safety workforce that serves our community every day. This position leads recruitment and talent acquisition efforts for Fire Rescue, Emergency Communications, Animal Control, Emergency Management, Career EMS, and other designated public safety departments. The role develops innovative recruitment strategies, coordinates all phases of the hiring process, conducts targeted outreach, and serves as the primary HR recruitment liaison for assigned departments. This position is eligible for telework.

Essential Job Functions

  • Supports recruitment activities for public safety positions including Fire Rescue, Emergency Communications, Animal Control, Emergency Management, Career EMS and other designated public safety departments.

  • Participates in career fairs, hiring events, community outreach activities, and other recruitment initiatives to promote Public Safety career opportunities.

  • Collaborates with the Department of Communications and Media Relations to develop recruitment marketing materials, advertising, social media content, presentations, and other promotional resources.

  • Conducts candidate outreach and responds to applicant inquiries regarding employment opportunities, hiring requirements, benefits, and selection processes.

  • Coordinates candidate testing, interviews, background investigations, medical evaluations, fingerprint appointments, and other pre-employment activities as required.

  • Identifies and analyzes barriers affecting public safety recruitment, including applicant trends, hiring timelines, labor market conditions, and candidate feedback related to pay, benefits, and other employment factors.

  • Researches recruitment best practices, emerging workforce strategies, and public safety talent acquisition trends.

  • Assists with development of recruitment policies, procedures, and process improvements.

  • May assist with recruitment for other County positions as needed.

Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)

Knowledge of -- 

  • Recruitment principles, practices, and talent acquisition strategies.

  • Employment laws and regulations affecting recruitment and selection.

  • Public safety career fields and hiring practices preferred.

  • Knowledge of applicant tracking systems and human resources information systems.

Ability to --

  • Ability to establish productive working relationships with hiring managers, applicants, and community partners.

  • Ability to communicate effectively both orally and in writing.

  • Ability to organize multiple recruitments simultaneously while meeting deadlines.

  • Ability to analyze recruitment data and develop recommendations.

  • Ability to prepare reports and maintain confidential records.

  • Ability to deliver presentations to a variety of audiences.

  • Ability to exercise sound judgment and maintain confidentiality.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:

High school diploma or GED.

Experience:

Five (5) years of progressively responsible experience in recruitment, talent acquisition, human resources, workforce development or public safety administration.

Licenses or Certificates:

None

Special Requirements:

Subject to background investigation.

Physical Demands:

Operation of keyboard devices for sustained periods.

Unusual Demands:

Work is subject to frequent interruptions.

This position may be required to attend recruiting events outside normal business hours.

Compensation Steps:

Pay rate: $33.05 - $37.91 per hour; $60,151 - $68,996 annually

Grade 722, full-time position, 35 hours per week
