ESSENTIAL FUNCTIONS
- Assists PCCA employees, retirees, and COBRA participants in Health, Dental, Vision, HSA, FSA, Life, Short and Long-Term Disability, Supplemental insurance, and retirement programs by coordinating with benefit providers, third-party administrators, and the Human Resources team to resolve issues
- Assists employees, retirees, and COBRA participants with billing, claims, premium, and payroll-related issues regarding benefits
- Assists with employee onboarding, offboarding, and employment status changes by verifying the completion and receipt of required benefits and employment documentation and ensuring timely processing of related transactions
- Maintains employee records in benefits administration system, vendor systems, and HRIS by accurately processing employee changes relating to personal, compensation, benefits, qualifying life events and employment status
- Assists with processing bi-weekly employee benefit changes in coordination with Payroll
- Performs benefits billing reconciliations and routine audits to identify and resolve discrepancies and ensure accurate and timely payment of benefit-related premiums and administrative fees to the appropriate carriers and vendors; processes check voucher requests as needed
- Assists with developing and distributing employee benefits communications, including flyers, announcements, and informational materials, to support employee awareness and understanding of available benefits
- Coordinates onsite employee benefits events and activities with vendors
- Assists with the annual open enrollment process, including but not limited to making presentations, reviews benefit elections for completeness and timeliness, ensures accurate enrollment in benefits
- Supports benefits data analytics by compiling, analyzing, and reporting utilization data to identify trends, evaluate program effectiveness, and support the development and enhancement of benefits programs
- Assists with leave (e.g. FMLA, military, etc.) administration process, including but not limited to gathering and completing all required documentation, determines eligibility, designates leave, corresponds and follow ups with employees and management, coordination of efforts with Payroll and Accounting for applicable deduction and premium payment changes
- Assists supervisors in overseeing leave of absence (e.g. FMLA, military, etc.) timekeeping records and provides updates to appropriate Human Resources staff
- Assists with the administration of Catastrophic Leave Assistance Program and provides information and assistance to employees in utilizing the program
- Researches, monitors and interprets record keeping guidelines and retention periods to ensure compliance with Local Government Records Act (Chapters 201 to 205, Local Government Code and provisions of Chapter 441, government code relating to the administration of the act)
- Maintains records retention schedule for Human Resources Department and keeps current with records retention protocol; ensures the maintenance, preservation, destruction, or other disposition of records is carried out in accordance with the policies and procedures of the records management program
- Performs periodic audit of files to ensure correct placement, legibility, and proper conditions
- Assists Wellbeing Coordinator with the PCCA’s Wellbeing Program, including but not limited to luncheons, health screenings, vaccinations
- Assists with preparing and distributing benefits and wellbeing communications
- Compiles information to respond to benefits and salary surveys as necessary
- Assists with improving Human Resources processes and procedures by leveraging software and tools
- Provides administrative and general support to Human Resources in a professional and confidential manner
- Acts as back up for other Human Resources staff duties as needed
- Performs related duties as assigned
- CPR certified or the ability to become CPR certified within the first year of employment
- Tier 3 status designation

- High school diploma or equivalent
- Associate or bachelor’s degree preferred
- Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
- Valid driver’s license
- Minimum of two years of experience in the type of duties outlined above or acceptable equivalent experience
- Human Resources experience in a position which involves benefit or payroll administration, preferred
- Thorough knowledge, skill and ability in operating standard modern office practices and procedures and the use of office machines and equipment, such as personal computer, scanner and related software, including MS Office Suite and document management software
- Knowledge of data processing and computerization of records
- Experience in formulating, analyzing, writing, and maintaining procedures
- Knowledge and experience with various human resources-related systems such as talent management systems, document imaging systems, HRIS, benefits administration and timekeeping systems, preferred
- Effective business communication utilizing correct English including spelling, grammar and punctuation, and articulation of ideas and recommendations
- Proven organizational and time management skills; proven attention to detail and creativity in fulfilling job responsibilities
- Ability to work independently and exercise judgement in applying procedures and guidelines to current, new, and special recordkeeping activities
- Ability to handle multiple tasks from inception to completion, handle heavy workload and work under deadlines
- Ability to set and adjust priorities, take initiative and exercise sound, mature, independent judgment
- Ability to represent the Port effectively and to work well and positively with PCCA management and staff
- Proficiency in MS Office, including Word, Excel, Outlook and other related applications
- Ability to become proficient in the use of applications for payroll, benefits, document imaging and various vendors online software applications
- Ability to use addition, subtraction, multiplication and/or division to calculate pay rates, insurance rates and percentages. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations
- Ability to understand, interpret and apply PCCA policies, tariffs, SEAPORT values, state/federal laws
