- Provide expert advisory and consultative services to all management levels within the Agency and its field installations/activities on specific and Agency-wide issues on civilian human resources management (CHRM) function or multiple program areas.
- Provide authoritative interpretation and instructions on Federal Civilian Human Resource laws, regulations, policies and procedures, and develop guidance on appropriate courses of action.
- Determine areas of procedural and regulatory deficiencies as it relates to Federal Civilian Human Resources and provide recommendations to correct or improve personnel practices.
- Serve as team member on special projects or comprehensive studies to identify and examine problems or operating issues that may impact a major organization or an entire field activity within the Agency.
- Plan and conduct special projects or studies to identify and resolve operating issues and problems, particularly those concerning complex Federal Civilian Human Resources matters not covered in precedents.
