Position Summary:
Under general supervision of the Director of Human Resources, the Human Resources Coordinator performs professional-level Human Resources functions requiring independent judgment and discretion in matters of significance to HR operations. The position provides a broad range of guidance and support to City departments, serving as a subject matter expert in areas including but not limited to recruitment and selection, benefits and leave administration, compensation, employee relations, performance management, progressive discipline, policy interpretation, risk management, and other HR programs and initiatives.

Primary Duties:
- Serves as the primary liaison for the Human Resources department for routine and ordinary inquiries from internal employees and external partners.
- Administer Risk Management/Training Programs including but not limited to overseeing the city’s insurance schedules, inventory and claims processing for Workers’ Compensation, Property, Vehicles/Fleet Management, and Liability.
- Coordinates and administers employee leave and workplace transition programs, including FMLA, STD/LTD, military leave, workers’ compensation, and workplace accommodations; maintains required documentation, communicates with employees and supervisors, coordinates return-to-work activities, and supports compliance with applicable laws and City policies.
- Coordinates employee engagement, recognition, and outreach activities, including scheduling, planning, setup, and logistical support for employee events, service awards, recognition programs, job fairs, and other City initiatives; coordinates vendors, orders supplies and materials, tracks event needs, and assists with communications to promote employee participation and engagement.
- Coordinates employee onboarding and offboarding, which includes confirming formal job offers and start dates; coordinates and monitors results of pre-employment drug screenings, physical examinations, driver’s license, and background checks for individuals offered employment.
- Coordinates employee relations and personnel matters, including workplace investigations, disciplinary actions, performance improvement plans, corrective action, and separations; conducts investigations, gathers and evaluates relevant information, maintains appropriate documentation, and provides recommendations, solutions, and proposed outcomes to management consistent with City policies and applicable employment laws.
Supportive Duties:
- Assists with the administration of the Applicant Tracking System (NEOGOV), including but not limited to data & content management; applicant processing; user access and management; troubleshooting, research & development of appropriate modifications, and compliance verification to ensure accuracy and effectiveness throughout the recruiting life-cycle.
- Assists with job classifications, reclassifications, and salary surveys, partnering with hiring supervisors to verify job description content, including but not limited to, essential duties, minimum qualifications, and core competencies.
- Assists with payroll preparation by inputting payroll changes, new hires, promotions/demotions, and terminations, and identifies issues, makes corrections to ensure the accuracy of data entered prior to each payroll process.
- Orders department supplies, reviews and processes invoices and statements for the department; bill reconciliation.
- Assists with verification of employment and open records requests.
- Assists with benefit administration, which includes communicating and educating, determining eligibility, enrolling, claims resolution, updating, and terminating employees in insurance programs, and related tasks.
- Support in clerical, data entry, and other miscellaneous duties assigned.
EMPLOYMENT STANDARDS:
Knowledge of:
- Federal, state, and local employment laws, regulations, and compliance requirements, including FLSA, FMLA, ADA, USERRA, EEO, and other applicable employment and benefits regulations.
- Human Resources principles and practices, including recruitment and selection, employee relations, workplace investigations, performance management, classification and compensation, benefits administration, training, and employee engagement.
- Risk management principles and practices, including workers’ compensation, workplace safety, claims administration, liability, property, and vehicle/fleet coverage.
- Employee leave, accommodation, return-to-work, and workplace transition processes, including required documentation and confidentiality requirements.
- HR information systems, applicant tracking systems, payroll processes, personnel records management, and related data accuracy and compliance requirements.
- Modern office practices and technology, including proficiency with Microsoft Office Suite and Adobe Acrobat.

Education, Training, and Experience:
- High School Diploma or GED required.
- A valid driver's license is required and must be maintained throughout employment.
- Minimum of five (5) years of human resources-related experience.
- Experience in a government or municipal setting is preferred.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
