Position SummaryHR Payroll & Systems Analyst is responsible for performing human resource administrative work and providing analysis of various human resource programs and initiatives. Utilizes and maintains the Human Resource Management System (HRMS) for electronic recordkeeping of employment activity ranging from recruitment through separation of service and all interim employment changes including wage and salary administration.Position DescriptionKEY RESPONSIBILITIES:Under the supervision of the Human Resources Payroll and Pension Supervisor, responsible for performing human resource administrative work and providing analysis of various human resource programs and initiatives. Utilizes and maintains the Human Resource Management System (HRMS) for electronic recordkeeping of employment activity ranging from recruitment through separation of service and all interim employment changes including wage and salary administration. Uses various techniques and computer programs to collect, track and analyze employee and employment related data. Develops reports displaying various employment demographics and trends. Analyzes and utilizes information to assist with the administration of various human resource and department functions. Provides support and maintenance of the County human resources/payroll management system for employees and departmental users.
Funcitons as the backup for County payroll processing and assisting with County recruiting and onboarding processes.
Essential Functions
1. Supports the Human Resources Payroll and Pension Supervisor in overseeing the County’s HRMS (Human Resources Management Systems). Implements HRMS feature modifications and structure to fulfill the County’s needs.
2. Serves as a resource for input and maintenance of the HRMS employee database and integrated systems. Develops and maintains internal HRMS database files and tables.
3. Maintains up to date HRMS functional departmental documentation and standard operating procedures, as well as a comprehensive HRMS reports library. Assists departments and employees with system access and utilization as needed.
4. Works on HRMS platform and ensures maintenance of employee data. Develops custom reports to meet the requirements of management and staff. Prepares and provides information on employee demographics, trends, and projections.
5. Assists with the administration of the wage and salary program, entering and tracking rate adjustments, and monitors non-standard pay practices to ensure rate adjustments, step increases and other changes are properly implemented.
6. Monitors bi-weekly timesheet entries for compliance and accuracy based on employment activity including hires, transfers, rate increases, leaves, paid benefits (holidays, jury duty, bereavement, etc.), suspensions, terminations, etc. Responsible for tracking hours/leave benefits used, and ensures employees are paid according to contractual/leave policies and applicable law. Reconciles payroll based on approved changes and makes adjustments when necessary.
7. May assist with the onboarding and exiting employee function throughout the County including new hire orientation and enrollment, exit interviews, etc.
8. Participates in the County’s initiative for Continuous Process Improvement, monitoring opportunities to enhance the HRMS and integrated systems and reporting functions to increase functionality, streamline processes and improve both efficiency and utilization.
9. May assist with monthly invoices pertaining to recruitment, pre-employment screening and other miscellaneous Human Resources Department expenses.
10. Develops and maintains regular agency reporting requirements including the State of Michigan, MERS, Retirement Health Savings, deferred compensation and other employee benefits. Processes enrollments and maintains all related forms and records.
11. Responds to multiple agencies including the UIA regarding employment verification and records for past and present employees.
12. Maintains various electronic and physical records for all employees including preparing, compiling, storage, maintenance, retrieval and disposal of primary employment information, training, and regulatory requirements (I-9, etc.).
13. Ensures compliance with confidentiality, departmental and regulatory record retention processes and continually monitors for system improvements related to storage, retrieval, imaging, etc. Monitors and tracks the implementation of union dues and withdrawals

14. Monitors length of temporary employee assignments to ensure compliance with labor contracts. Notifies departments when length of assignment is approaching.
15. Monitors and notifies departments for end of probationary periods for new employees and confirms successful completion in order to start benefits.
16. Other duties as assigned.
Experience: Four (4) to five (5) years’ experience in the administration of human resources including HRMS, FMLA, and disability programs. Experience in both union and non-union work environments preferred.
An equivalent combination of education and experience may be accepted at the discretion of the Director of Human Resources & Labor Relations.
Other Requirements: Valid Michigan Drivers’ License.
Relevant Skills/Specialized Equipment Knowledge:
• Basic office equipment (telephone, calculator, photocopier, FAX, etc.)
• Advanced skill level with various computer programs including MS Office - Word Excel, Power Point, and desktop publishing.

• Excellent written and verbal communication skills in regard to both technical and non-technical information.
• Strong analytical and organizational abilities.
