Richmond, Virginia, is its own gas company. Richmond Gas Works pipes natural gas to the city and to portions of Henrico and Chesterfield counties, one of five utilities the Department of Public Utilities runs alongside water, wastewater, stormwater, and the electric streetlighting that keeps more than 37,000 lights burning. The department is also cleaning up after its own history: the former Fulton Gas Works in the east end, which made gas for city streetlights over 150 years ago, has been under study and remediation since 2016.

Richmond bargains collectively. The city established five bargaining units in 2022, covering police, fire, administrative and technical staff, professional staff, and labor and trades, with the Richmond Coalition of Police, IAFF Local 995, SEIU, and the Teamsters across the table. Personnel work here also runs against a classification plan carrying over 400 job classifications.
