Lutheran churches spent the 1970s and 1980s responding to the Vietnamese and Cuban refugee crises, and in 1982 that work became Lutheran Services Florida. Its first runaway youth shelter opened in Broward County two years later. Guardianship and children-in-need-of-services programs followed in the northwest of the state, then child welfare case management in Lee County in 2004 and Pinellas in 2011. In 2012 the organization took on Head Start and Early Head Start, and LSF Health Systems started work on mental health and substance abuse care across northeast and north central Florida. Residential youth services have kept arriving, most recently Hands of Mercy in 2024.
Most of the money is state and federal contract money, so headcount tracks contracts rather than a budget line, and staff sit under three programs with different funders, rules, and job families. Position control and cost allocation matter as much as recruiting in a structure like that.
