HHS has two kinds of division. CDC, FDA, NIH, CMS, and the Indian Health Service deliver the programs with, in the department's own words, a high level of independence. The Office of the Secretary is the other kind, the policy, management, and support side, and it is one employer: the Office for Civil Rights, the Office of the General Counsel, the Departmental Appeals Board, the Office of Medicare Hearings and Appeals, and six assistant secretaries covering health, administration, financial resources, planning and evaluation, legislation, and public affairs all sit inside it.
