WHS exists so that the Office of the Secretary of Defense does not have to do its own paperwork. Set up on October 1, 1977, its founding purpose was to lift administrative burdens off OSD staff so they could concentrate on policy analysis and oversight: budget and accounting, personnel management, office space, security, records. Nearly 6,000 civilian, military, and contract personnel now serve the White House, Congress, the military departments, the Joint Staff, OSD, and the defense agencies.

Human resources at WHS is a product it delivers to mission partners, not a back office it keeps to itself, named in the mission statement beside personnel security, equal employment opportunity, contracting, and executive services. The customer list runs from OSD and the Joint Staff to Congress and the White House.
