Serves as Human Resources Specialist and advisor for the NLRB, Office Human Resources, Senior Executive Service team. Applies knowledge of advanced human resource principles, concepts, and techniques; as well as substantial understanding of each HR specialization (e.g., staffing and recruitment, classification, performance management, employee relations, benefits and entitlements) and their interrelationships, and the basic legal and regulatory framework of the Civilian Human Resources program.
- As a, Human Resources Specialist, GS- 0201-13, your typical work assignments may include: Applying knowledge of advanced human resources principles and concepts and has an understanding of each HR specialization (e.g., staffing and recruitment, classification, performance management, employee relations, benefits and entitlements) and their interrelationships, and the basic legal and regulatory framework of the Civilian Human Resources program. Studying OPM regulations, procedures, and instructions in terms of NLRB SES requirements and determines need for the development of agency-wide regulations or additional guidance for application. Planning, initiating, and conducting broad initiatives to determine the effectiveness of Headquarters and regional HR programs with a view towards the development of significant improvements in policy, procedures, methods, or techniques. Processing a wide variety of personnel actions covering all HR functional areas. Reviewing and recommending resolution on formal appeal/grievance submissions and policy complaints which have not been resolved at subordinate levels, with particular emphasis on interpretation and/or compliance with regulatory guidelines.
