Saint Paul is the unusual one: in Minnesota, city and county governments post more HR openings than the federal agencies do. The City of Saint Paul, Hennepin and Ramsey counties, and the suburbs from Bloomington outward hire HR coordinators, generalists, and comp analysts on public schedules with the pay band published. Minneapolis carries the corporate side, with Target, U.S. Bank, and 3M, and the health systems, Fairview, Allina, and Mayo Clinic down in Rochester, hire business partners by the campus.
